- Make the investor’s investment of US Dollar 1.05 million or at least USD$800,000 (955K or 727K Euros) in a TEA - Targeted Employment Area.

- Create and manage 10 or more full-time jobs for at least 2 years.
- A direct investment can create just direct jobs. Investors also need to actively guide or monitor the created jobs.
- Regional center investment can create direct, induced, and indirect jobs. Investors need only passive management on their part.

An Italian investor must have the financial criteria given below to support a successful business investment :
- A net worth of USD 1.05 million for a person or a married couple or
- A minimum of $200,000 in individual income or at least $300,000 in joint income in each of the past two years, and Comparable future income and assets.
